Methodology: official labels name the agency that issued the source

• Methodology: the official label now reads as confirmed by the agency that issued the source, federal or state, for example "Confirmed by the Texas Department of Insurance". Regulations read on eCFR or in the Federal Register are labeled with the agency that issued them. Only agencies on our checked list get this label.
